For elementary education, he attended Transfiguration of Our Lord Catholic Elementary School followed by St. Joseph’s Preparatory School. He earned his degree from the Wharton School of the University of Pennsylvania.

Now let us talk about the main part of his life which is his political career. He has been the ward leader of the 52nd ward of the City of Philadelphia since 1987. In the same year, he challenged Democrat Ann Land for a seat on the Philadelphia City council only to fail. This did not dampen his appetite to be successful politically. He defeated Land in what was deemed a rematch four years later. This victory earned him the right to represent the Fourth District on the City Council.

In the year 2002, Nutter came up with a measure making it necessary for college students less than 23 years of age in Philadelphia’s Fourth Council District to register their license plate, address, insurance, and car registration with St. Joseph’s University. This would ultimately make the students susceptible to higher fines for any traffic offense. This decree also forced students who were off-campus to give information on their “student” status to their landlords.

Philadelphia has a law called “The Clean Indoor Air Worker Protection Law”. This law forbids smoking in public places which include bars and restaurants. This law was sponsored by Michael Anthony Nutter himself. A library reorganization plan where 20 branches would shift from full-day to half day service was introduced in 2005. This caused a lot of librarians to be laid off. This infuriated some library supporters who petitioned the mayor and city council to restore staffing levels and service. Alaska Freedom Nutter, who was the councilman at this time, ordered an investigation to assess the service. Funding was restored and when 2005 was coming to an end, all branches had full-day service and a head librarian. In addition, Saturday hours were introduced.

Nutter supported having Philadelphia declare a “Crime Emergency” in selected areas of Philadelphia. This allowed policemen to search someone without a warrant. This technique was known as “stop and frisk”. In some areas, you were not allowed to walk on certain sidewalks. Furthermore, a curfew was imposed for all residents.

Another thing that Michael Nutter supported was the eviction of the Cradle of Liberty Council of the Boy Scouts of America. This eviction is from their headquarters on the Ben Franklin Parkway. In April 2009, he announced that he was swinging from being Republican to being Democratic. The reason to this is because he noticed the Republican shift to the right since his election in 1980. Some people said the reason for his switch is that he feared a tough Republican primary election in 2010. Before he became the vice president, he was the fourth most senior senator. This man from Pennsylvania has his place in history as being the 15th longest serving senator. He is the former chairman of the Foreign Relations Committee. During the Bosnian war, his strong advocacy skills helped bring about US military assistance. He was completely against the Gulf War of 1991. Apart from serving as the Chair of the Foreign Relations Committee, he also served as the chair of the Senate Judiciary Committee which dealt with issues relating to crime prevention, drug policy, and civil liberties. He oversaw the creation of the Violence Against Women Act and Violent Crime Control and Law Enforcement Act.

Joe had big dreams although they were shattered when he unsuccessfully vied for the Democratic presidential nomination in 1988 and 2008.
